Judith H.

Judith H. currently serves as Assistant General Counsel at PhRMA since June 2022, bringing extensive legal experience from a distinguished 22-year tenure at the U.S. Department of Health and Human Services. At HHS, Judith held multiple roles, including Acting Associate Chief Counsel for the Children, Families, and Aging Division, Deputy Associate General Counsel, and Senior Attorney focused on various regulatory and litigation matters. Additionally, Judith worked as a Senior Associate at Vinson & Elkins, handling Medicare regulatory issues, and served as a Judicial Law Clerk for Judge John Paul Wiese at the United States Court of Federal Claims. Judith earned a Doctor of Law (JD) from Harvard Law School and a Bachelor of Arts in East Asian Studies from Princeton University.
