Richard Contreras, P.E., CEM, currently serves as a Senior Project Engineer at Planate Management Group, managing programs and projects for the Bureau of Indian Education's construction and repair of school facilities. Prior roles include Assistant Operations Officer at Naval Facilities Engineering Systems Command, overseeing capital improvement projects for Marine Corps installations, and extensive experience as a Civil Engineer Corps Officer with the US Navy. Contreras has also held key positions in facilities management for the United States Marine Corps and the Office of the Assistant Secretary of the Navy. Educational qualifications include a Bachelor of Science in Electrical Engineering from the United States Naval Academy, a Master of Science in Construction Engineering from the University of Washington, and a Graduate Certificate in National Security Studies from the U.S. Naval War College.
