Philip B. H. Kelly Mpa

Philip B. H. Kelly, MPA, IPMA-SCP, is an experienced human resources professional currently serving as the Director of Human Resources at the New York State Canal Corporation, where responsibilities include managing the agency's HR program and negotiating collective bargaining agreements.
