David Blitzer

Wireless Communications Program Manager at Port of Portland

David Blitzer has a diverse work history that includes positions at various organizations. From 2016 to the present, they have worked as a Wireless Communications Program Manager at the Port of Portland. In this role, they oversee the radio communications program at Portland International Airport, manages relationships with customers and vendors, and handles system administration, project planning, and technology management.

Prior to this, from 2011 to 2016, Blitzer served as the Operations Manager at the Portland Bureau of Emergency Management. In addition to their degree, they have acquired various certifications including Communication Site Installer (R56) from ETA International in June 2019, Amateur Radio Operator - General Class from the FCC in February 2013, and a Merchant Mariner Credential - OS from the US Coast Guard in August 2011. David also holds certifications such as Transportation Worker Identification Credential (TWIC) from TSA in July 2011, Homeland Security Exercise and Evaluation Program (HSEEP) from DHS/FEMA in 2010, Hazardous Waste Operations and Emergency Response (HAZWOPER) 40 Hour from OSHA in 2002, NFPA Firefighter Level I from NFPA/Kingston Fire Department, RI in 1998, Emergency Medical Technician – Defibrillation (EMT-D) from NYS Department of Health in July 1997, and Certified First Responder - Defibrillation (CFR-D) from NYS Department of Health in June 1995.
