Justin Barker

Justin Barker, AICP, currently serves as a Development Officer at the Portland Housing Authority, where responsibilities include coordinating the development, financing, and construction of multifamily affordable housing, as well as underwriting deals and preparing financing and grant applications. Prior to this role, Justin worked as a Community Planner for the City of South Portland, focusing on policy development and land use application reviews. Previous experience includes positions as a Senior Planner and Planner for the City of Aspen, a Planning Assistant in Franklin County, and a Planning Intern in Pickerington. Justin holds a Master’s degree in City and Regional Planning from The Ohio State University and a Master’s degree in Architecture from Andrews University.
