Julien Atallah, PE, PCI III, CWI, CQE, CQA, currently serves as the Quality Manager at PQM Inc. since May 2023. Prior experience includes roles as Senior Engineer/Director at Smith-Emery, Project Manager at TRC Companies, and Field Structures Quality Engineer at Shimmick Construction. Julien has extensive expertise in quality assurance and quality control of construction materials, interpretation of specifications, and conducting audits and inspections. Julien's background also includes project management responsibilities, overseeing custom bearings projects at RBC Bearings and contributing to significant infrastructure projects such as the San Francisco-Oakland Bay Bridge. Julien holds a Bachelor of Science in Civil Engineering from California State Polytechnic University-Pomona.

In 2006, Don Archer, P.E., founded PQM to dedicate his efforts to the idea that quality management could be improved in the A/E/C industry. His goal was to build a team of subject matter experts to support agencies, engineering firms, and contractors in the delivery of complex projects. In 2014, Don’s daughter, Erin Hoy, joined the firm to marry her business expertise with the team’s success in quality management consulting. Together, Don and Erin have built a passionate, experienced, and productive team whose core focus is client satisfaction. PQM recently expanded its consulting services to include Project Controls and Training Programs. PQM is a woman-owned and operated small business headquartered in Orange County, with offices in Los Angeles and Austin.
