Noel Balbastro

Noel Balbastro is a seasoned professional in telecommunications design with extensive experience in planning and designing telecommunication networks, including coaxial and fiber infrastructure. Currently serving as a Senior OSP Telecom Designer at Primary Engineering and Construction since March 2021, Noel has demonstrated expertise in permit application processes and stakeholder collaboration. Prior roles include Technologist in Telecom Design at ENMAX, where project management and coordination with utility companies were key responsibilities, and planner at Shaw Communications, specializing in outside plant design. Noel holds a Bachelor of Science in Electronics & Communications Engineering from Mapua Institute of Technology and several certifications, including CCNA Routing & Switching and Project Management from recognized institutions.
