Joel Devalcourt

Joel Devalcourt is an experienced project manager and entrepreneur with a strong background in public policy, real estate development, and community economic development. Currently serving as a Project Manager at Prosper Portland since March 2022, Joel has also co-founded Dark Heart Chili Sauce and held roles such as Land Use and Economic Development Advisor in Mayor Sam Liccardo's Office in San Jose. Joel's consultancy experience includes working with organizations like Woodsong Associates, LLC, and Covia, focusing on development endorsement and project management for mixed-income projects. With a Master's degree in Urban and Regional Planning from the University of New Orleans and a Bachelor's degree in Environmental Studies and Film from Hampshire College, Joel combines academic knowledge with practical expertise in the field.
