Stuart Rawlinson has a diverse work experience that spans multiple industries and roles. Stuart started their career as a Technical Officer at Wychavon District Council, specializing in Contaminated Land. Stuart then moved on to roles at West Oxfordshire District Council, where they worked as a Senior Technical Officer, Principal Environmental Protection & Housing Support Officer, and finally as a Principal Officer and Shared Private Water Supply Service Manager, overseeing various areas such as Environmental Protection, Housing Enforcement, and Home Improvement Agency.

In 2013, Stuart founded SKR Environment & Regulation, a boutique consultancy that offers environmental and regulatory services to clients from different sectors. The consultancy focuses on providing tailored and high-quality services at reasonable prices.

Stuart also worked as a Shared Project Lead (Partnership Operations) at West Oxfordshire District Council/Cotswold District Council/Forest of Dean District Council, where they managed and led key partnership projects.

In 2016, they joined 2020 Partnership Venture as a Service Business Manager before moving to Publica Group Ltd in 2017. At Publica, Stuart held multiple roles, including Head of Data Performance Resources and Growth and Transformation Lead. As Head of Data Performance Resources and Growth, they provided leadership and oversight for various capabilities, including Organisation Design, Strategic Change Management, Customers, and Commercialization. As a Transformation Lead, they played a crucial role in facilitating the delivery of Publica's ambitious transformation program and new target operating model.

Prior to that, they obtained a Master of Science (MS) in Air Quality Management and Control from the University of Birmingham in 2003-2004. Stuart's educational journey began with a Bachelor of Science (BS) in Environmental Science, also from the University of Birmingham, which they completed from 2000 to 2003. Additionally, Stuart obtained the Chartered Manager certification from the Chartered Management Institute in 2022.
