Phillip Ransey, PHM, MPA, serves as the Newark Managing HCV Director at Quadel since September 2024. Previously, Phillip held the position of Housing Choice Voucher Program Manager at the Cincinnati Metropolitan Housing Authority from April 2022 to August 2024 and was the Director of Housing at Lake Metropolitan Housing Authority from August 2021 to March 2022. Phillip's experience also includes serving as Asset Manager at Cuyahoga Metropolitan Housing Authority and as Asset Property Manager at Lucas Metropolitan Housing Authority. Earlier in their career, Phillip worked as a Reentry Coordinator at the Economic Opportunity Planning Association of Greater Toledo and as an Educator at the Academy of Business and Technology. Phillip's long tenure at St. Paul's Community Center included roles as Transitional Housing Supervisor, and earlier roles at Lucas County Children Services Board as Investigative & Ongoing Caseworker. Phillip holds a Master's degree in Public Administration from Texas Southern University and a Bachelor's degree in Public Administration from Bowling Green State University, along with a College Prep diploma from Libbey High School.
