Carl Higgins has extensive experience in cybersecurity and intelligence analysis. Currently serving as the OSINT Data Analyst Lead/Threat Engineer at Quantum Research International since October 2024, Carl previously worked at nou Systems, Inc. as a Cyber Mission Assurance Analyst and Cyber Threat Hunt Team Technical Lead, where expertise was applied in cyber threat analysis and risk management for Missile Defense Agency (MDA) systems. Before this, Carl held roles at Booz Allen Hamilton as an Associate and Sr. Cyber Defense Analyst, as well as a Senior Consultant and Cyber Intelligence Analyst. Carl’s career began at the National Security Agency as a Computer Network Defense Operator, and includes service in the US Army as a Signals Intelligence Analyst. Carl is currently pursuing a Master of Science in Cyber Operations at the University of Maryland Global Campus.
