Toshihiko Otsuka

Toshihiko (Toby) Otsuka is an accomplished executive with extensive experience in the financial and banking sectors. Currently serving as Executive Officer at Rakuten since April 2018 and Chief Executive Officer at Rakuten Europe Bank since October 2015, Otsuka has held various leadership roles within the Rakuten organization, including Chief Executive Officer and Chief Operating Officer of Rakuten Europe and CEO of Rakuten Europe from 2016 to 2023. Prior to Rakuten, Otsuka was Chief Financial Officer at Viber Media S.à r.l. and prior to that held numerous positions at Rakuten Bank, Ltd., including Senior Managing Director. Otsuka's career also includes significant experience at Mizuho Financial Group. Otsuka earned an MBA in Finance from The Wharton School and a Bachelor of Literature in Psychology from The University of Tokyo.
