Jennifer Hicks-McGowan, PHR has held various positions throughout their work experience. Starting in 2010, they became the Chair and Professor of Military Science at Jackson State University, where they commanded the Army ROTC battalion and was responsible for recruiting, retention, and training quality cadets to meet Army requirements. Jennifer also served as the Interim Executive Director Employee Resources and Strategic Initiatives at Ramapo College of New Jersey, where they devised new methods and procedures, implemented policy changes, and managed multiple programs. Most recently, from 2018 to 2023, they worked as the United States Military Academy, G1, at the United States Military Academy at West Point, overseeing administrative services, military personnel support, and managing various soldier programs.

Jennifer Hicks-McGowan, PHR completed their Bachelor of Arts degree in Radio and Television from Sam Houston State University from 1991 to 1994. Jennifer then pursued their Master of Public Administration degree at Jackson State University from 2000 to 2002. Jennifer also obtained a certification in Employment Law for HR Certification from CareerLearning in November 2023.
