Lilly Shoup

Lilly Shoup has an extensive work experience in transportation policy and advisory. Lilly is currently the Managing Director at Rebel, where they hold a leadership role. Previously, they founded and served as the Principal of Shoup Strategies, a transportation policy advisory firm aimed at equitable mobility solutions through civic innovation and public-private collaboration. Lilly has also worked as an Adjunct Professor at the USC Sol Price School of Public Policy and as the Interim Executive Director of Urban Movement Labs, a collaboration between local government, mobility companies, and communities.

Prior to these roles, Lilly Shoup was the Senior Director of Transportation Policy at Lyft, where they led policy partnerships, community engagement, and developed strategies in multimodal transportation. Lilly has also worked as a Principal at Nelson\\Nygaard Consulting Associates, managing projects that balance mobility and access needs with community goals and placemaking.

Lilly Shoup's earlier work experiences include being a Policy Analyst at the US Department of Transportation (DOT) and a Domestic Policy Advisor to Vice President Biden at The White House. Lilly has also served as the Research Director at Smart Growth America's Transportation for America program and as an Associate at ICF International.

Lilly Shoup completed their Bachelor of Arts degree in Economics and Public Policy at the University of North Carolina at Chapel Hill from 2001 to 2005. Lilly later pursued their Master of Community Planning degree at the University of Maryland from 2009 to 2010.
