Vice President & Director, Environmental Division at RECON

Michael is a local leader in the environmental consulting industry with more than 32 years of experience preparing documents in compliance with California Environmental Quality Act and National Environmental Policy Act regulations. His work encompasses infrastructure, water utilities, energy, transportation, and coastal development projects in southern California. Michael is a dedicated and hands-on project manager with proven responsiveness on high-priority and fast-track projects. He is highly effective in managing high volume on-call environmental contracts for local municipalities, water districts and other governmental agencies. Michael is fully versed the myriad of regulatory requirements and is highly skilled in guiding clients through the environmental review and planning process with a keen awareness of community concerns. He has a bachelor’s degree in Biology-Environmental Science and Geology/Biology and is a certified planner with the American Institute of Certified Planners (AICP). He is also on the County of San Diego Approved CEQA Consultants List as an EIR Preparer, and is an active member of the Association of Environmental Professionals (AEP), American Planning Association (APA), and American Public Works Association (APWA).
