Jose M. Garcia, PE, MBA, is a seasoned project manager with extensive experience in the engineering and energy sectors. Currently serving as a Project Manager at Recon Management Services INC since September 2021, Jose has previously held significant roles including Capital Project Manager and Crude Operations & Marine Supervisor at Energy Transfer, and Caribbean & Central America Bitumen Operations Manager at The Shell Company of Puerto Rico. With a strong background in operations management and structural engineering, Jose has demonstrated expertise in project scope definition, terminal operations supervision, and capital project improvements throughout a career that began with a B.S.C.E. in Civil Engineering from the University of Puerto Rico-Mayaguez and an MBA in Global Management from the University of Phoenix. Jose's military experience as an Aircraft Armament Specialist in the US Air Force National Guard further complements a robust professional profile.
