Jeffrey C. Horton

Jeffrey C. Horton is an experienced professional in procurement and logistics, currently serving as a Senior Consultant at ReefPoint Group since July 2020. Previously, Jeffrey held the position of Deputy Director Procurement at DLA Troop Support from February 2015 to July 2019 and served as Director of Procurement Process Support and Chief of the Contracting Office at the Defense Logistics Agency Troop Support from July 2012 to December 2014, overseeing global procurement activities valued over $13 billion. Earlier roles included Commander of the Defense Contract Management Agency in Denver, Deputy Executive Director for Conventional Ammunition, and various leadership positions within contract management and logistics support in both military and governmental contexts. Jeffrey holds a Bachelor of Science in Political Science from the United States Naval Academy, a Master’s in Contracts and Acquisition Management from the Naval Postgraduate School, and completed The Executive Program at the University of Virginia Darden School of Business.
