Julien Rousies has extensive experience in public administration and organizational management, particularly within the regions of Hauts-de-France and Calais. Serving from June 2016 to July 2021 as a Technical Adviser to the Deputy General Director for the Région Hauts-de-France, Julien provided analysis and decision-support on legal, technical, and organizational matters. Additional roles included serving as Delegate to both the President and Vice President of the C1 Commission, where Julien managed internal and external relations and focused on sea, ports, and littoral policies. Prior experience includes a tenure as General Affairs Manager for the City of Calais, overseeing the legal department and town-hall logistics, and as City-Planning Service Manager for the Sustainable Development State Office, managing the processing of building licenses for 130 cities. Julien holds a Master's degree in Public Administration from Université du Droit et de la Santé (Lille II).
