My Chi To

My Chi To is an accomplished legal professional currently serving as the Executive Vice President, Chief Legal Officer, and Corporate Secretary for the Reinsurance Group of America, Incorporated since May 2025. Prior experience includes holding the position of Executive Vice President and Chief Legal Officer at Voya Financial from September 2022 to May 2025 and the role of Executive Deputy Superintendent of Insurance at the New York State Department of Financial Services from January 2020 to June 2022. My Chi To has extensive legal experience from Debevoise & Plimpton, serving as a partner and also as the Editor-in-Chief of the Debevoise Women’s Review from 1998 to December 2019, along with a secondment at Nishimura & Asahi. Early professional experience includes serving as a Law Clerk to the Hon. Justice Claire L'Heureux-Dube at the Supreme Court of Canada. Educational qualifications consist of a Master of Philosophy in Political Science and Government from the University of Oxford, a Bachelor of Laws from the University of Ottawa, and a Licentiate of Laws from the University of Ottawa.
