Juan Carlos Payero

Juan Carlos Payero is an experienced policy analyst and public affairs professional with a strong background in healthcare policy and community development. Currently serving as the Principal Policy Analyst for the Rhode Island Senate since May 2021, Payero leads strategic policy analysis for the Senate Health Committee and develops legislative solutions to address public health challenges. Previously, Payero held the position of Deputy Director of Legislative & Constituent Affairs at the Rhode Island Executive Office of Health and Human Services, where legislative coordination across multiple state departments was streamlined. Additional roles include Councilman for the Town of Portsmouth and various positions in the Portsmouth School Department, where Payero has contributed to numerous committees focused on equity, finance, and health. A Master’s Degree in Public Administration from Baruch College and a Bachelor’s Degree in Government & Politics from St. John's University complement Payero's professional experience.
