Roland Heijnen

Roland Heijnen serves as the Directeur netwerkontwikkeling at Rijkswaterstaat since September 2023. Prior to this position, Roland was the Programmamanager Groeiende stad at Gemeente Arnhem from December 2018 to September 2023, focusing on sustainable urban growth. Previous roles include Adviseur transformatie publieke organisaties at KplusV and Kwartiermaker opgavegericht werken for Gemeente Overbetuwe, where oversight of new operational concepts and team development was key. Roland also held managerial positions leading teams in both development and advisory capacities within local government. Experience extends to advising on governance and organizational issues across various public sector entities, notably during tenure at KplusV and Provincie Limburg. Roland holds a Master of Public Administration from the Nederlandse School voor Openbaar Bestuur and an MPA in Bestuurskunde from the University of Twente.
