Luke Payne

Luke Payne is a Sr. Civil Engineer at Rochester Public Utilities with extensive experience in land development, renewable energy, stormwater facilities design, utility planning, hydraulic and hydrological design, and general land development planning. Prior to their current role, Luke worked as an Associate at Kimley-Horn & Associates and as an E.I.T. at Hodge and Associates, Inc. Luke holds a Bachelor of Science degree in Civil Engineering from Boise State University.
