Josh Bake

Joshua Bake is an experienced city management professional, currently serving as City Manager for Roosevelt City Corporation since July 2021. Prior to this role, Joshua held the position of City Administrator at Naples City from November 2014 to June 2021. Joshua also worked at Casper City as Urban Renewal Manager and Municipal Court Manager between January 2012 and November 2014. Joshua earned a Doctor of Law (JD) degree from the University of Wyoming College of Law, completing the program from September 2007 to May 2010.

Roosevelt City Corporation

Roosevelt City is a six-member council form of government, with a City Manager appointed by ordinance. Located in northeastern Utah, Roosevelt City has a population of 7,000 people. It is centrally located among many other communities in Duchesne and Uintah Counties, and pulls in a population of approximately 20,000 for shopping, dining, and recreation. Roosevelt City is the energy hub of Utah and the heart of the Uintah Basin. Roosevelt City is vibrant and growing. There have been multiple annexations into the city in recent years. In 2017, we were recognized as a Business-Friendly City by Utah Governor Gary Herbert. We have received multiple awards, most recently Utah Construction and Design's 2018 Most Outstanding Municipal/Utility Project of the Year. We also boast many of the amenities you would expect to find in a much larger city. We are home to USU-Uintah Basin, a branch campus of Utah State University, and UBTech, the state's first technical college. We are home to the largest independent healthcare organization in the State of Utah. Our local telecommunications co-op provides fiber internet access to many areas of our city, and our local electric co-op has kept our power rates among the lowest in the state since the 1980s. While it has many amenities and opportunities, it is truly the community that draws people to Roosevelt City. The typical Roosevelt resident is both family and community-oriented. Many of our residents enjoy outdoor activities such as biking, hiking, hunting, and fishing. We also enjoy the arts, and there are many programs for dancers and musicians especially. There is a strong spirit of generosity and volunteerism in Roosevelt. The community regularly bands together in times of need, and many of the programs in our city are run by passionate volunteers. Residents consistently report that the number one thing they love about Roosevelt City is the people who live here.
