Deborah Cowler

Deborah Cowler was appointed the Regional General Manager for Quality and Development in 2020. She previously led the Clinical Governance working group to respond to concerns and provide guidance to the clinical team.

Before joining RFBI, she was General Manager for an NFP Community Care Organisation where she set up Transitional Aged Care, Short Term Restorative Care, Regional Assessment Program, CHSP, and HCP services.

She has a thorough understanding of the Australian aged care system and has a passion for empowering the residents, clients, and staff to live their best lives possible.
