David M. Glaccum

General Counsel at Rubicon Founders

David M. Glaccum is the current General Counsel at Rubicon Founders. Prior to this, they served as the VP for U.S. Operations & Counsel to the CEO at the U.S. International Development Finance Corporation from March 2020 to January 2021. In this role, they were responsible for the domestic investment program at the United States’ $60 billion international development bank and provided strategic and legal guidance on policy and corporate compliance matters to the Chief Executive Officer.

Before their time at the U.S. International Development Finance Corporation, Glaccum served as the Associate Administrator of the Office of International Trade at the U.S. Small Business Administration from February 2019 to March 2020. In this role, they led the agency’s international trade office in its mission to increase small business export volume with a focus on access to capital to finance export sales. David oversaw a $750 million trade finance loan portfolio and $18 million export development grant program supporting over $3 billion in export sales. Glaccum was also responsible for trade finance loan volume and export sales growth, product and service improvements, business development, and client relationship management. David served on several governing boards within the agency, including the Enterprise Risk Management Board, Performance Review Board, and the Executive Resources Board.

David M. Glaccum has a JD from the University of South Carolina School of Law, a BS in Culinary Management from the Art Institute of Pittsburgh, and an AA in Culinary Arts from The Art Institutes.
