Dr. Tim O'Neill currently serves as the Director for People and Deputy Chief Executive at Rutland County Council, a position held since 2014. Prior to this role, Dr. O'Neill was the Director of Family Community Teams at Nottingham City Council from 2011 to 2014 and Head of Extended Services at Northamptonshire County Council from 2009 to 2011. Dr. O'Neill earned a Doctor of Philosophy (PhD) in the History of Medicine from The University of Manchester between 1993 and 1998 and received a Bachelor of Arts (B.A.) in History from Lancaster University from 1987 to 1990.
