Twyla Adams

Twyla Adams, MHS, is a seasoned professional with extensive experience in public health and behavioral health services. Currently serving as the Supervisory Public Health Advisor at the Substance Abuse and Mental Health Services Administration, Twyla leads the Targeted Populations Branch, overseeing a team managing over 250 grants with a total budget of approximately $150M. Previous roles include serving as a Senior Program Analyst at the U.S. Department of Health and Human Services, where critical infrastructure was provided for Department-wide transformation initiatives, and as a Supervisory Public Health Analyst at the Health Resources and Services Administration, where Twyla successfully led programs to increase access to primary care. Twyla holds a Master of Health Science in Health Policy from Johns Hopkins Bloomberg School of Public Health and a Bachelor of Science in Biology from Morgan State University.
