Pierce Rossum

Pierce Rossum serves as the Rate & Debt Manager at San Diego County Water Authority since November 2018, overseeing the financial rate modeling program, revenue requirements, rates and charges, as well as debt issuance and administration. Prior to this role, Pierce was the Financial Services Manager at Carollo Engineers from April 2012 to October 2018, managing financial services for water resources management consulting, particularly addressing California's regulatory challenges. Additionally, Pierce worked as a Project Manager at Willdan from February 2008 to April 2012 and as a Student Manager at the Rose Institute of State and Local Government from 2004 to 2008. Pierce holds a degree from Claremont McKenna College, completed between 2004 and 2008.
