Jessica H. has extensive experience in environmental policy and management, currently serving as a Property Manager at the San Francisco Recreation & Parks Department since December 2018, focusing on policy design and implementation for programs and permits. Previously, Jessica worked as an Environmental Scientist at Panorama Environmental, Inc., where responsibilities included consulting on the California Environmental Quality Act. Additionally, Jessica held a position as a California water and power policy analyst at the San Francisco Public Utilities Commission. Prior experience includes roles at the US Environmental Protection Agency, where Jessica was the lead for clean schools initiatives and for the National Pollutant Discharge Elimination System construction general permit. Jessica earned a Master of Public Administration from Harvard Kennedy School and holds a Bachelor of Arts in Chemistry from Williams College.

The San Francisco Recreation and Park Department’s Mission is to provide enriching recreational activities, maintain beautiful parks and preserve the environment for the well-being of everyone in our diverse community. The San Francisco Recreation and Park Department administers more than 220 parks, playgrounds, and open spaces, including two outside the city limits-- Camp Mather in Yosemite Valley and Sharp Park in Pacifica, Calif. Our park system includes 25 recreation centers, nine swimming pools, five golf courses and numerous tennis courts, ball diamonds, soccer fields and other sports venues. Included in the department’s responsibilities are the Marina Yacht Harbor, the San Francisco Zoo, and Lake Merced. Our staff members are diverse, committed and talented recreation and park professionals, from gardeners, foresters, and recreation leaders to park patrol officers, custodians, electricians, painters, and more.
