Kathleen Springer, SPHR, serves as the Human Resources Manager at Santa Margarita Water District since June 2011, prior to which, Kathleen held the same title at the City of San Juan Capistrano from May 1999 to June 2011. In both roles, responsibilities have included comprehensive human resources administration, encompassing recruiting, compensation, managing confidential personnel matters, collaboration with executive leadership, and overseeing daily HR operations. Kathleen holds an HR Certification from UC Irvine (2009), a Master of Public Administration with a concentration in Human Resources from California State University, Fullerton (2006), and a Bachelor of Arts in Organizational Leadership from Chapman University (2001).

We're proud to have California's first recycled water swimming lake, Lake Mission Viejo, and Orange County's largest recycled water reservoir, Trampas Canyon.
