Leigh Phillips has a long and varied work experience. From 2001 to 2004, they served as National Accounts Manager at Wild Planet Toys. From 2002 to 2012, they were a Development at UCSF Foundation. From 2004 to 2016, they were Director of the San Francisco Office of Financial Empowerment and Program Manager of the same office. From 2012 to 2015, they were President of the Board of Directors at Mission Economic Development Agency. From 2013 to 2020, they were Advisory Board Member at Level Money. From 2015 to 2021, they were President and CEO of SaverLife (formerly EARN), a national nonprofit based in California. Finally, from 2020 to 2021, they were a Board Member of Moneythink and Member of the Board of Directors of Cities for Financial Empowerment Fund.

Leigh Phillips obtained an MA (Econ) in Women's Studies from The University of Manchester between 1999 and 2000. Prior to that, they obtained a BA (hons) in English Literature and Social Studies from The University of Manchester between 1995 and 1998. Leigh Phillips also attended Lynbrook High School.
