The South Carolina Department of Health and Human Services (SCDHHS) administers Healthy Connections, the state’s Medicaid program. Healthy Connections is a joint state-federal program that provides health care for about 1 million low-income, elderly and disabled residents each year. Health Insurance Portability and Accountability Act (HIPAA) privacy regulations requires SCDHHS to follow procedures that ensure the confidentiality and security of protected health information when it is transferred, received, handled or shared.
