Philip Hover-Smoot

Philip Hover-Smoot serves as the Chief Executive Officer and General Counsel at SCOUT Space since August 2023. Previously held the position of General Counsel at Spaceflight Inc. from March 2022 to July 2023, and served as Deputy General Counsel at Momentus from September 2019 to February 2022. At RTX, from August 2016 to September 2019, Philip acted as Legal Advisor for Subcontracts and was a Senior Principal in the Office of General Counsel. Earlier experience includes a role as Program Manager for Global Trade Controls at TransDigm Group Inc. from September 2015 to August 2016, and as an Analyst in Global Trade Compliance at Intel Corporation from April 2015 to September 2015. Educational credentials include a Graduate Certificate in International Relations and National Security Studies from Stanford University, a JD/MBA from Drake University, and a Bachelor of Arts in History of Art/History from the University of California, Santa Cruz. Philip's foundational education includes attendance at Bellarmine College Preparatory.
