Allison O'Toole began their work experience in 1994 as a Special Assistant at the MN Attorney General's Office. Allison then worked as a Community Relations Coordinator at the MN Department of Health, MN Department of Education, and MN Smokefree Coalition from 1999 to 2001. In 2001, they were a Law Clerk at Smith Parker, PLLP. From 2002 to 2007, they served as an Assistant County Attorney at the Hennepin County Attorney's Office. Allison then became the Chief Deputy at the Carver County Attorney's Office from 2007 to 2011. Allison O'Toole worked as the State Director at the Office of US Senator Amy Klobuchar from 2011 to 2012. Allison was a Director at Himle Rapp & Company from 2012 to 2014. From 2014 to 2018, they were the Deputy Director for External Affairs and later the CEO at MNsure. In 2018, they became the Senior Director of State Affairs at United States of Care. Currently, they are the CEO at Second Harvest Heartland, one of the largest food banks in the nation.

Allison O'Toole obtained their Juris Doctor (J.D.) degree from Mitchell Hamline School of Law between 1999 and 2002. Prior to that, they earned a Bachelor of Arts (B.A.) degree in Government and Art History from Franklin & Marshall College from 1989 to 1993.
