James Foran

James Foran currently serves as the Director of Innovation & Technology for the City of Groveland since October 2023. Prior to this role, Foran was a Network Administrator at the Seminole County Sheriff's Office from August 2021 to October 2023, focusing on the planning, design, and installation of complex computer systems and networks. Foran also served as System Manager for the County of Bucks from July 2019 to August 2021, ensuring quality emergency communications services. Before this, Foran was the Operational Director at Northeast Integrated Technologies, LLC, specializing in Emergency Services Technologies from 2011 to July 2019. Foran's career began in law enforcement as a Police Detective Sergeant with the South Plainfield Police from March 1994 to December 2016, where significant contributions included establishing the first municipal-level Computer Forensics Lab in New Jersey. Foran's earlier experience includes serving as a Police Officer for NYPD from 1986 to 1994, receiving multiple awards for outstanding service. Foran is a graduate of both the New York City Police Academy and the John H. Stamler Police Academy.
