Joan Henley

Joan Henley, PMP, is an experienced Program Manager with a strong background in managing large-scale contracts for transition assistance programs, particularly for military personnel. During tenure at Serco from May 2019 to August 2016, Joan directed contract performance for the DOL VETS TAP Contract, overseeing 440 FTEs at over 250 locations with a contract value of $112 million, and developed initiatives for military spouses and transitioning service members. Prior roles included managing a $93 million contract for the Soldier for Life Transition Assistance Program and conducting evaluations for a $156.5 million Army Career and Alumni Program. Education includes a B.A. in Education, an M.A. in Counseling and Education, and a Project Management Certificate, all from Western Kentucky University.
