Jean Russell has over 30 years of experience in leadership positions within the healthcare and social services sectors. Jean served as the Vice President of Developmental Services at Seven Counties Services from 2009 to present, and previously held the same position at the Center for Women and Families from 2007 to 2009. Prior to that, they were the Vice President of Rehab Services at Frazier Rehab Institute from 1987 to 2006.

Jean Russell received a Bachelor of Science degree in Occupational Therapy from Eastern Kentucky University in the years 1975 to 1980. Later, they pursued a Master of Business Administration degree in Business from Cambell University from 1985 to 1987.
