Roy Ibay currently serves as the Director of the Mobile Number Portability Consortium at Telecommunications Connectivity Inc. since September 2021. With a longstanding career at Smart Communications, Inc. beginning in February 1999, Roy holds the title of Vice President and heads the regulatory department. Educationally, Roy earned a Bachelor of Science in Economics from the University of the Philippines (1986-1990) and a Juris Doctor in Law from Ateneo de Manila University (1990-1997), having completed initial education at La Salle Green Hills (1975-1986).
