Carroll Thomas, MBA, currently serves as Chairperson of the Board at SMART USA Institute, guiding initiatives to advance semiconductor manufacturing through industry partnerships and workforce development. As President of CHARLES IN CHARGE LLC, Carroll leads a management consulting firm focused on strategic partnerships for both profit and nonprofit sectors. Additionally, Carroll contributes as a Board Member to MxD and the Information Technology and Innovation Foundation, providing insights on manufacturing needs and innovation policy. Previous roles include Director at the National Institute of Standards and Technology's Hollings Manufacturing Extension Partnership, Associate Administrator for the Small Business Development Centers at the U.S. Small Business Administration, and various leadership positions within NIST, achieving significant contributions to manufacturing competitiveness.
