A graduate from the Institut d’Études Politiques in Aix-en-Provence and a local government administrator, Misoo Yoon began her career as Director of Finance within a local authority. In 2009, she joined the French Inspectorate General of Finance where she was involved in auditing, consulting and public policy evaluation. In 2012, she joined Pôle emploi, the French public employment service, which was then embarking on a major strategic transformation of its services to users, its organisation and its performance management, while accelerating its digital transition. Successively, she held the positions of Director of Strategy and of Network Management. In 2016, she was appointed Deputy Director General in charge of the Pôle Emploi service offering. She was responsible for designing and implementing the services available to jobseekers (providing career development advice, developing access to vocational training, implementing a skills approach, indemnities), companies (recruitment services), digital strategy, innovation, partnerships and international relations. To support these structural changes, she introduced some ambitious change management systems.
