SAY San Diego
Scott Spencer is an experienced professional in the field of electrical and communications engineering. Currently serving as a Youth Leader at SAY San Diego since December 2018, Scott mentors local youth while managing community activities. Concurrently, Scott is a Graduate Student Researcher at San Diego State University, focusing on video streaming performance enhancement algorithms. Additionally, Scott has held the position of RF Engineer at KM Systems Group since June 2013, overseeing drive test project management and designing distributed antenna systems. An internship at Viasat Inc. in 2018 involved researching and designing transport layer algorithms for optimized video streaming. Scott holds a Master's degree in Electrical, Electronics and Communications Engineering from San Diego State University and a Bachelor of Science degree in the same field from UC San Diego.

SAY San Diego (Social Advocates for Youth) is a dynamic, nonprofit organization that strengthens the whole child, whole family, and whole community. SAY was established in 1971 and serves more than 30,000 individuals, prenatal through adult, each year. SAY’s Mission is to partner with children, families, and communities to overcome barriers and create opportunities that enable them to realize and sustain their full potential.
