Florencio R. Carandang Jr. is the OIC-VP of the Planning & Policy Department at Social Housing Finance Corporation. Florencio was previously a Lecturer (Part-Time) at San Beda College from January 2007 to December 2008, where they taught undergraduate students Basic Economic Theory and Managerial Economics. Prior to that, they were a Supervising Legislative Staff Officer at the Senate of the Philippines from April 2004 to April 2007, conducting research and policy work on socio-economic matters pertaining to Philippine development. From 2003 to 2005, they were also a Professorial Lecturer III at Dela Salle-College of St. Benilde, teaching Basic Macroeconomic and Microeconomic Theory. In addition, they were a Senior Economic Development Specialist at National Economic and Development Authority (NEDA) from 1991-2004.

Florencio R. Carandang Jr. has an Executive Course in Housing Finance from the Wharton School, University of Pennsylvania. Florencio also has a Master of Business Administration (M.B.A.) from Ateneo de Manila University. For postgraduate studies, they took up research leading to a PhD in Public Sector Management at the University of Canberra. Florencio also has a Master’s Degree in Development Administration from The Australian National University. Florencio's undergraduate degree is in Business Economics from the University of the Philippines. Lastly, they went to San Beda College for high school and has a certification from the Philippine Civil Service in Philippine Civil Service Executive Eligibility (CSEE).
