Zaneta Encarnacion

Zaneta Encarnacion, EdD, MPA, serves as the Chief of Staff in the Office of the Superintendent/President at Southwestern Community College District since January 2016, providing senior advisory and strategic leadership, overseeing executive operations, board relations, and institutional advancement. Previously, Zaneta held the role of Executive Director for the Office of Development and Foundation, where philanthropic strategies and donor engagement were aligned with student-centered priorities. With a diverse background in government, philanthropy, and public policy across various institutions from June 1998 to December 2015, Zaneta led initiatives focused on civic engagement, coalition building, and sustainable institutional change. Educational qualifications include a Doctor of Education in Organizational Change and Leadership from the University of Southern California, a Master of Science in Public Administration from National University, and a Bachelor of Science in Human Services from the University of Phoenix, along with an Associate of Arts in General Studies from San Diego Mesa College.
