Debi Dalgarno has extensive experience in healthcare and administrative roles. Currently serving in Vaccine Logistics at Southwestern Public Health since January 2021, Dalgarno previously contributed to Pandemic Response at Woodstock Hospital and managed office operations at Dr. Springer & Associates. Earlier experience includes working as an Optometry Technician for Dr. G. Millar and as Branch Coordinator at Oxford County OSPCA, where skills in staff supervision and fundraising were developed. From June 2000 to October 2006, Dalgarno engaged in database management at Oxford County Public Works, focusing on enhancing customer service through effective database systems. Educational qualifications include certification as a Medical Laboratory Assistant from Medix School and completion of training at the Academy of Learning.

Southwestern Public Health works together with its partners to ensure the health of the whole community. Formed in 2018 by the merger of Elgin St. Thomas Public Health and Oxford County Public Health, Southwestern Public Health serves a population of about 200,000 across Oxford County, Elgin County and the City of St. Thomas.
