Martin L. Livingston, Jr. AICP is an experienced urban planning and community development professional currently serving as the Director of Community Development, Neighborhood Services & Planning for the City of Spartanburg since July 2016. In this leadership role, Livingston focuses on revitalizing Spartanburg as a desirable living environment while managing a dedicated team of thirteen. Prior to this position, Livingston was the Executive Director of the Greenville County Redevelopment Authority, leading efforts in affordable housing policy and development. Additional experience includes managing housing services for the City of Spartanburg and overseeing HUD programs. Livingston holds a Master’s degree in City and Regional Planning from Clemson University and a Bachelor’s degree in Social Sciences from the University of the Virgin Islands.
