Monica Schultz is an experienced Human Resources professional with a diverse background spanning over two decades in various roles across multiple organizations. Currently serving as the Human Resources Manager and Consultant at the Special Districts Association of Oregon since 2018, Monica oversees the administration and evaluation of internal HR functions while providing consulting services to over 900 special district members. Prior experience includes positions as Assistant Human Resources Director at the University of Oregon, Assistant Human Resources Director for the City of Woodburn, and Human Resources Director for the City of Jerome, where Monica developed HR departments from the ground up, implemented performance management systems, and facilitated training programs. Additional roles at Dell Computer Corp. and the Department of Labor further solidified Monica's expertise in recruitment, employee relations, and compliance. Monica holds a Bachelor's Degree in Management and Economics from the University of Guelph.

Special Districts Association of Oregon
Special Districts Association of Oregon was formed in 1979 to give special districts a stronger and united voice at the Oregon Legislature. SDAO provides advocacy with state administrative agencies and other units of government, training, information resources, and other support programs. Membership has grown to over 900 local government members. SDAO is governed by a twelve-member board of directors that exercises general supervision over the affairs of the organization. The Board’s governance and formulation of policies are exercised in accordance with the Association’s bylaws. The annual business meeting of SDAO members, held in conjunction with the February annual conference, gives members an opportunity to elect, for two-year terms, the SDAO Board of Directors. SDAO has become increasingly important as the membership has grown and the operation of special districts has become more complex. It has become an effective lobbying and educational organization that strives to serve the needs of its members.
