Stephen Shafer

Stephen Shafer has a diverse work experience in various roles within the maritime and economic sectors. Stephen is currently working as the Director of Strategic Planning at SSA Marine since 2022. Prior to this, they served as the Principal for Economics and Policy at the Port of San Diego from 2017 to 2022, where they led teams and implemented programs to drive economic recovery and provided analytical support. Stephen also worked at the US Department of Transportation (DOT), Maritime Administration from 2010 to 2017, holding positions such as Managerial Industry Analyst for StrongPorts and America's Marine Highway Programs, and Economist in the Office of Policy and Plans. Before that, they worked as an Industry Economist at the Federal Maritime Commission from 2008 to 2010. Stephen also has experience as a Researcher at the Office of Institutional Research and Development, a Constituent Services Representative at the Office of Dennis Cardoza, and as an Independent Contractor at the California Department of Health Services. Their early career includes a role as a Research Associate at Cleverex.

Stephen Shafer pursued their education in a progressive manner. Stephen first attended BHS from 1996 to 2000, where they did not pursue any specific degree or field of study. Subsequently, they enrolled at Georgetown University from 2000 to 2004, earning a Bachelor of Science degree with a major in Foreign Service. Later, from 2006 to 2008, Stephen attended Syracuse University and completed a dual program, obtaining a Master of Public Administration (MPA) and a Master of Economics. Their focus of study during this time is not specified for the MPA degree, while the Master of Economics was pursued at the Syracuse University - Maxwell School.
