David Hornsby, Ph.D., is an accomplished professional in water resource management with extensive experience in environmental science and engineering. Currently serving as Assistant Bureau Chief and Environmental Resource Program Manager at St. Johns River Water Management District since April 2007, David oversees complex data collection and manages projects related to hydrologic and environmental data. Previously, as Technical Program Manager, David provided leadership to water supply planning and management efforts. Prior roles include Environmental Administrator at the Florida Department of Environmental Protection, where David directed multiple subsections and managed personnel, and Water Resources Scientist at Suwannee River Water Management District, focusing on program planning and budgeting. David holds a Ph.D. in Soil and Water Science, along with a Master's and Bachelor's degree in related fields, all from the University of Florida.
