T. Massa

Tod Massa is the Director of Policy Research and Data Warehousing at the State Council of Higher Education for Virginia. With a background in institutional research and planning support, Tod has developed reports on graduation wages and debt for various educational institutions. Tod has also served in the US Army as an infantry soldier and leader. Tod's education includes a BA in Studio Art and an MPA in Public Administration.
