Shang Speziale Tsou

Shang Speziale Tsou currently serves as the Chief of the Emergency Finance Section at the California Military Department since November 2020. With an extensive background in operations management within the Army National Guard, Shang specializes in Explosive Ordnance Disposal, focusing on the exploitation and reverse-engineering of IED electronic circuit boards. Previous roles include Technical Lead II at G3 Enterprises, overseeing reliability maintenance initiatives, and Technical Team Leader at E. & J. Gallo Winery, where leadership spanned multiple shifts and involved championing continuous improvement processes. Shang’s military experience extends to serving as a Lieutenant in the U.S. Army and managing various teams across different organizations. Education includes a Master of Science in Informatics from San Jose State University and a Bachelor's Degree in Economics from California State University-Sacramento.
